Why in creating a web page we need to follow 60% about the content and 40% on creativity and design.

For me in creating a web page is needed to follow 60% about the content, and 40% on creativity and design.Because the most important in creating a web page is the content,and it is a meaningful one.I know all of us has its own talent in creating a web page,putting designs,graphics and etc.But the most reason that could make your web page dirty to the eyes of others is the over dsigning.Make sure that your background is not so colorful and have so many design,even if it is attractive,because the most design you enter is the most overcowded web page.
